English is the only major language in the world that does not have a recognized organization guiding it. French has the Académie Française, Spanish has the Real Academia Española and German has the Rat für Deutsche Rechtschreibung. These groups are responsible the controlling the evolution of their respective languages in terms of its usage, vocabulary and grammar. English, it would appear, gets made up as we go along!
